
City of Franklin Ballpark Commons Master Plan
GRAEF played a pivotal role in the planning of Ballpark Commons, a dynamic 200-acre development anchored by the existing Rock Sports Complex. GRAEF provided civil and traffic engineering, planning and urban design, stormwater, and environmental services to support the creation of a vibrant mixed-use destination that blends recreation, commerce and community. The development features a 4,000-seat stadium, retail and commercial spaces, restaurants, residential apartments, and a wide array of entertainment and active lifestyle amenities to foster year-round community engagement.
Located along Rawson Avenue and W Loomis Road in Franklin, Wisconsin, the site posed unique challenges due to its history as a landfill, which limited its development potential and required careful planning to address environmental constraints, infrastructure needs and land use compatibility. The City of Franklin and Milwaukee County sought to revitalize the area, and GRAEF was instrumental in shaping a vision that balanced economic feasibility with environmental stewardship.
To support the transformation, GRAEF conducted two key economic and environmental studies to identify opportunities for attracting visitors and driving long-term growth. Through close collaboration with Milwaukee County, the City of Franklin, and local real estate developers, GRAEF demonstrated the financial viability of the project and led master planning efforts that reimagined the site as a thriving, multi-purpose community hub.
