Mequon and Thiensville Bike and Pedestrian Plan

GRAEF created a Master Plan for the development of pedestrian and bicycle facilities throughout the City of Mequon and Village of Thiensville with goals of creating an all ages all abilities pedestrian and bicycle network across the community to key destinations, improving safety, and increasing public awareness of proper roadway etiquette on streets that accommodate all modes of travel. The Master Plan provides a framework for the selection, siting, and design of pedestrian and bicycle facilities in different context and a prioritization framework for capital planning and decision making.

The Master Plan covers a mix of rural, suburban, and urban conditions that requires a tailored variety of facilities appropriate to each context. Improving safety and providing access to key destinations such as parks, schools, business districts, and major employers are key drivers of the Plan. Where necessary, alternatives and development options are provided to adapt to future conditions and make it possible to develop the pedestrian and bicycle network under multiple scenarios. Conceptual costs for each facility type are provided for each type of facility recommended in the plan with a framework for applying costs to projects that have not yet been designed, assisting with capital planning and grant pursuits. An assessment of local impact fees and external funding opportunities is also included to provide further financial guidance.

GRAEF worked closely with the Mequon-Thiensville Joint Bike and Pedestrian Way Commission, City of Mequon and Village of Thiensville Staff, and local representatives to develop the recommendations. GRAEF also conducted public engagement by attending community events and providing an online survey to gauge public priorities, identify location-based concerns, and test the acceptability of levying local taxes to fund improvements. The final plan provides a detailed repository of research, engagement feedback, data, and user-friendly tools to inform key planning and spending decisions.
