County D (Heritage Drive to N. State Street) Racine County
This project encompassed the reconstruction of approximately 1.8 miles of County D spanning from Heritage Road to N. State Street within the Village of Rochester. Coordination was essential among three key entities: Racine County, the WisDOT Local Program Coordinator, and GRAEF. The project included reconstructing the roadway while preserving its two-lane undivided configuration. Horizontal and vertical alignments were designed to accommodate a minimum design speed of 50 mph. To mitigate impacts on adjacent trees, wetlands, and properties, options such as retaining walls, or an urban section were explored in select areas of the project. Safety enhancements were integrated, comprising improved horizontal and vertical geometry, intersection upgrades, and the implementation of new signage and pavement markings.
Design services encompassed environmental documentation, agency coordination, public engagement, and the development of final construction documents, encompassing roadway geometrics, drainage design, and cross sections. In 2014, resurfacing plans were devised to address pavement deterioration pending the acquisition of construction funding for major improvements. Construction funding was secured in 2019, prompting an environmental reevaluation for the project. Construction was completed in 2023.
